Overview of the Module

Module Description: This module aims to provide students with the necessary concepts and knowledge to help them critically analyse issues in health policy, planning, financing and economics.

It also aims to enable students to develop an understanding of basic theoretical concepts and ideas and their application within the context of contemporary policy, planning and financing issues.

The module has four units: health policy, planning, financing and economics.

How to Use the Module
This module has a total of four units which you must complete in sequential order.

Learning is an active process. Do all the activities as you work through the text so you can be sure you really understand what you have read.
All references quoted must be read to expand your knowledge of the module but read all required references as these are directly relevant to your achievement of study outcomes.
Remember this is a practical course.
• Try to relate the material to your experience in the work place or any other work experience you might have had.
• Try to make many links as you can to Module 7

Module Learning Outcomes
Upon completion of this module learners shall be able to:

• examine theories, principles and objectives of health policy, planning and financing for Malawi and other selected countries;

• examine the process of policy development and planning;

• critique models of health policies, planning and financing in selected health care delivery systems;

• compare Malawi’s health policy, planning and financing with other countries.

Assessment Criteria
The assessment strategy is developed with the aim of testing the module's learning outcomes. In particular, students will be assessed by means of both formative and summative assessment through individual written reports and group work assessment.

Individual Projects (60% of overall mark): this component of the assessment will require students to engage in an analysis of health care in context. The students should include the topics discussed on the course to examine aspects of health care in Malawi as a developing country and relate to other countries. Within the report students must focus specifically on patterns of health care service delivery by different health care providers as opposed to health care in general. The point of the report is to enable students to concisely analyse health care policy with an understanding of current debates and theories.
Group Projects (40 marks): this component of the assessment will require students to discuss in groups and have presentations to be made in class seminars. Two broad areas for seminar presentations shall be made covering: 1. Policy and Planning and 2. Health Financing and Economics

Identify learning needs of the clients
Prepare a lesson plan suitable for different groups of people
